Notice to Bidders: Outdoor Multipurpose Facility - Earthworks

Contractors with proven experience and expertise with earthworks, construction and utilities installation are invited to submit tenders. The outdoor surface is designed as a multi-use surface allowing for basketball, tennis, pickle ball and will also be able to be converted into an ice surface in the winter months.

This Project includes, but is not limited to, the following components, supply of all labor, material and equipment necessary for:

• Site preparation;
• Excavation and disposal of approximately 430m3 of unsuitable material onsite;
• Haul, place and compact 1,100 m3 sub-base over approximately 1,000m2 geotextile;
• Supply and install conduit and bases for future pad LED lighting;
• Haul, place and compact 19mm base aggregate for a future paved 15.2m x 33.5m (50’ x 110’) pad;
• Haul, place and compact 19mm base aggregate for a 2.5m wide pathway and around the relocated recycling and compost areas.

Tenders for this project will be received by email, in PDF file format to with the subject line: “Tender For: MULTIPURPOSE RECREATION FACILITY - EARTHWORKS PORTION” OR in a sealed envelope, clearly marked with the name and address of the tenderer and the name of the project: “Tender For: MULTIPURPOSE RECREATION FACILITY - EARTHWORKS PORTION” and be addressed to Danny Dwyer, Director of Engineering, no later than 1:59:59 pm local time (MDT), August 2, 2018 (the “Closing Deadline”).

The Tender documents will be available through BC Bid ( and any addendums will be posted there. The drawings will be made available no later than July 27, 2018 on BC Bid.

Although the District of Sparwood fully intends, at this time, to proceed with the complete project through this tender process, the District of Sparwood is under no obligation to award a contract or to proceed and reserves the right to terminate the Tender process at any time. No compensation will be paid to contractors preparing tenders for this project.

As it is the purpose of the District of Sparwood to obtain a Tender most suitable to the interests of the District of Sparwood, the District has the right to waive any irregularity or insufficiency in a Tender submitted and to accept the Tender which is deemed most favorable to the interest of the District of Sparwood.

This project will be done in accordance to MMCD, Supplementary Specifications and District of Sparwood Bylaws and must be completed on, or before, September 14, 2018.
