Information Systems Technician

The District of Sparwood is pleased to announce the new position of an Information Systems Technician within the organization. We are currently accepting applications from enthusiastic and highly motivated individuals to join the team in this important role.

Reporting to the Director of Finance, the Information Systems Technician will be responsible for providing support to all staff and Council in the areas of Information Technology (IT) systems and business applications used throughout the organization and will assist in the design, development, implementation and maintenance of the District’s Geographic Information System (GIS). The incumbent will be expected to create and develop the long-term vision for the IT operations of the organization. This position will provide client support, training for staff on new software and systems, troubleshooting, educating, and assisting users with hardware and/or software use.

The ideal candidate will have:

  • Information Systems or Computer Science diploma or degree;
  • 5 years demonstrated practical IT and business applications experience relating to the position duties;
  • A combination of relevant training and experience will be considered in lieu of the above skills & training.

Hours of work will normally consist of five consecutive days - Monday through Friday between 8:00 am and 4:00 pm. As per the CUPE 2698 Collective Agreement Letter of Understanding No. 10, there are unique terms and conditions of employment applying to this position. Variations to the normal hours of work to include evenings and/or weekends may occur on a regular basis to carry out the duties of this position. Unless time worked exceeds 40 hours a week and is approved in advance, variations to the schedule which occur regularly and include weekends/evenings will not incur overtime.

This position is a unionized position under CUPE local 2698. The 2020 hourly wage rate is $37.31 as per the current collective agreement

Summary

Job Duties

IT SUPPORT (75%)

  • Develops and implements a long-term IT corporate strategic plan for the department and organization that serves to forecast future needs and strategies for effective IT service;
  • Provides support to implement and modify IT policies;
  • Provides support to departments on hardware/software issues for all IT systems and ensures the integrity of IT systems within the District;
  • Responsible for software licensing upgrades, and hardware changes;
  • Provides computer skills training to staff as required;
  • Responsible for technological implementation and planning, including but not limited to, network equipment and upgrades, network security, file servers, wireless equipment, PCs, printers and related software;
  • Resolves program, operational and hardware problems in Information Systems, including troubleshooting for network and data communications;
  • Performs monitoring of network traffic and systems performance to provide preventative services or troubleshooting to correct problems;
  • Participates in the decision/planning process with Senior staff members for purchasing or setting up of network equipment, file servers, PCs, printers and software;
  • Assists users in establishing and maintaining an optimum organization for their systems including effective directory structures;
  • Assists with website design and maintenance, application development and database creation as required;
  • Responsible for the District’s IT disaster recovery plan;
  • Liaises with outside IT consultants to ensure that the municipal IT objectives are met, when needed;
  • General housekeeping and administrative work;
  • Other related work as required.

GIS SUPPORT (25%)

  • Assists with the design, development, implementation and maintenance of the District’s GIS system and related data;
  • Liaises with staff to determine user needs and offers solutions to user identified GIS requirements;
  • Responds to user requests for information, analysis, querying and mapping solutions;
  • Assists with the maintenance of the GIS system, enters and edits graphic and non-graphic data from source maps and related documentation in a timely manner to support operational and strategic decision making;
  • Liaises with outside agencies and GIS consultants to ensure that the municipal GIS work objectives are met, when needed.
  • Performs spatial data [points, lines, polygons] design, analysis, interpretation and automation, including complicated GIS queries;
  • Performs GIS functions to create and maintain links and information to financial, utility and property databases including providing input in the design of GIS databases, standards and operating procedures;
  • Other related work as required.

Education and Experience

  • Information Systems or Computer Science diploma or degree;
  • 5 years demonstrated practical IT and business applications experience relating to the position duties;

Job Requirements

  • Experience with Municipal software such as Vadim, SharePoint, Municipal GIS Software and other related software preferred;
  • Knowledge of GIS systems development, support and maintenance;
  • Skill in the use of drafting, mapping and other graphic design software (e.g. AutoCAD, Map3D, ArcGIS;
  • Complete proficiency with MS Word, Excel, PowerPoint and other common applications;
  • Sound knowledge of website design and maintenance;
  • Strong problem identification and problem resolution skills;
  • Able to work efficiently as a part of a team as well as independently;
  • Able to maintain a high level of confidentiality;
  • Excellent time and project management skills;
  • Able to deal with people sensitively, tactfully, diplomatically, and professionally;
  • Attention to detail in all areas of work;
  • Valid Class 5 Drivers License;
  • Preference may be given to candidates with municipal government experience or related government experience.
