Byron Buck

Mr. Byron Buck, a resident of Spardell Mobile Home Park (MHP), shared his concerns with Council regarding the MHP’s current road conditions, water quality, and deficient permit conditions with regards to the MHP’s expansion.


Asset Management Policy

Council adopted an Asset Management Policy that sets the guidelines for developing asset management plans across the organization that is coordinated, cost effective and sustainable. The goal is to provide infrastructure assets which are well managed and maintained. 
These assets include but are not limited to: transportation networks; water distribution networks; sewage collection and treatments systems; technology systems; productive fleets; and accessible parks, recreation and civic facilities.

SCADA Upgrades & Service Agreement

Council approved the award of the SCADA (Supervisory Control and Data Acquisition) Upgrades and Service Agreement contract to MPE Engineering Ltd. for a 5-year maintenance contract and a $123,000.00 5-year capital upgrade program, subject to annual budget approval.
The upgrade to the SCADA infrastructure is needed to better monitor and control the District’s water and wastewater facilities such as the wastewater treatment plant, lift stations and pump houses.

Mine Rescue Competition

Council approved a request from the East Kootenay Mines Industrial Safety Association for use of District facilities and equipment at Fire Hall #1 and the Public Works Yard to host the 97th Annual Mine Rescue and First Aid Competition in Sparwood on May 12, 2018.

Zoning Bylaw Amendment

Council rescinded third reading of Zoning Bylaw 264, 1981, Amendment Bylaw 1213, 2017 and referred the bylaw amendment back to staff for further clarification on the removal of office use as a principal use in the M-1 Light Industrial zones.

Administrative Fees and Charges Bylaw Amendment

Administrative Fees and Charges Bylaw 995, 2008, Amendment Bylaw 1218, 2018 was given three readings.  This amendment introduces a new application fee of $500 to purchase “unadvertised” municipal land.

Draft Operating Budget

Council discussed the draft 2018 Operating Budget at a special COTW meeting and provided staff with direction on funding adjustments for the golf course and replacements of garbage bins in the parks.
