DELEGATIONS

Sparwood Community Fund

Barb Nunes, Chair of the Sparwood Community Fund (SCF), provided Council with an overview of the committee’s purpose and the development of a “Sparwood Small is Beautiful Program”. The SCF permanently invests any donations received in perpetuity with the interest earned being used to provide grants to groups to do worthy projects in the community. 

The Committee is requesting financial assistance from the District by way of matching individual donations received to a certain amount each year. A report to Council will be brought forward at the September 4, 2018 regular meeting.

BUSINESS

Elk River Alliance

Council denied the request from the Elk River Alliance (ERA) for additional funding in the amount of $15,517 to expand the Beaver Wetland Project into a multi-year endeavour. In 2016 Council approved a grant-in-aid in the amount of $6,000 which was leveraged by the ERA against funding from the Sparwood Future Society, Sparwood Thrift Shop, Community Initiatives and Affected Areas Program and Environment Canada National Wetland Conservation Fund. Council requested that the ERA complete the Beaver Wetland Project as originally presented in 2015.

Teck Partnering Agreement

Council authorized a Partnering Agreement between Teck Coal Limited and the District of Sparwood to allow Teck to install climate and air monitoring equipment on District land and allow the District to install a tower and photographic equipment at 6000 Highway 43.

Employer Health Tax

Council resolved to send a letter to the Honourable Carole James, Minister of Finance and Deputy Premier, requesting that local governments, regional districts and school boards be exempt from the imposition of the BC Employer Health Tax to lessen the financial burden on local taxpayers, especially those that are on fixed incomes.

BYLAWS

Community Standards Bylaw

Community Standards Bylaw 1194, 2018 was given three readings. The intent of a Community Standards bylaw is to have one comprehensive bylaw that regulates the conduct and activities of persons on privately owned property and that which is immediately adjacent in order to promote the safe, enjoyable and reasonable use of such property for the benefit of all citizens of Sparwood. This bylaw will replace several outdated bylaws related to public nuisances, such as Noise, Unsightly Premises, Boulevard Maintenance and Deer Feeding and Wildlife Attractants.

The bylaw will be considered for adoption at the regular meeting of Council on Monday, September 4, 2018 at 1:00 pm.

Recreation Fees and Charges Bylaw

Recreation Fees and Charges Bylaw 1231, 2018 was given three readings. This bylaw sets admission rates, rental fees and charges from September 1, 2018 up to August 31, 2025. 

The bylaw will be considered for adoption at a special meeting of Council on Monday, August 27, 2018 at 10:00 am.

District's CAO Announces Retirement

Following 10.5 years with the District of Sparwood, Chief Administrative Officer, Terry Melcer, has announced she will be retiring in September.

Ms. Melcer joined the District of Sparwood on January 15, 2007 as the Director of Corporate Services and was appointed the Chief Administrative Officer on September 1, 2010. The District of Sparwood thanks Terry for her outstanding contribution to the community.

Please join us in wishing Terry a healthy, happy, well-deserved retirement.
