Gary Marcinowski

Mr. Marcinowski appeared before Council regarding his request for an easement for an existing retaining wall on his property.  He advised Council that he had spoken with multiple engineers and firms about obtaining a building permit for his retaining wall. Mr. Marcinowski also shared concerns over the standard of the sidewalks in the Heights with Council.


Corporate Strategic Plan

Council approved changes to the 2015-2018 Corporate Strategic Plan (CSP) which included 11 projects completed since the last update in November 2017; 17 projects to be completed before year-end or are substantially underway; 21 outstanding projects that will be brought forward for consideration in the 2019-2022; and removal of 9 operational projects that are day-to-day tasks and activities involved in running the organization.

Sparwood Community Fund

Council approved funding in the amount of $5,000, matching a donation from the East Kootenay Credit Union, to the Sparwood Community Fund (SCF). Council also approved matching dollar for dollar individual donations received by the SCF. Total funding in the amount of $55,705 will come from funds that were donated to the District in 1999 for the purpose of supporting community projects.

Community Standards Bylaw

Community Standards Bylaw 1194, 2018 was adopted. This bylaw regulates the conduct and activities of persons on privately owned property and that which is immediately adjacent in order to promote the safe, enjoyable and reasonable use of such property for the benefit of all citizens of Sparwood.

Cannabis Regulations and Smoke Free Bylaws

Clean Air Bylaw 1229, 2018 was given first two readings. The bylaw, if adopted, will prohibit smoking and vaping of tobacco, cannabis and other products in all public places within Sparwood. Before Council gives the bylaw further consideration they would like to hear from you to determine if the bylaw needs to be amended so that it reflects the current community views on smoking in public places. Administrative Fees and Charges Bylaw 1237, 2018 was given three readings. This bylaw establishes a new fee for assessing applications to the Liquor and Cannabis Regulation Branch for a non-medical retail store licence.

A public hearing will be scheduled for 1:00 pm on October 1, 2018 to give individuals an opportunity to comment on Zoning Bylaw No. 264, 1981, Amendment Bylaw 1234, 2018 and Business Licence Bylaw No. 849, 2001, Amendment Bylaw 1236, 2018 . The bylaw amendments propose to regulate:

  • the (private) retail sale of cannabis in Sparwood within the C-1, C-3 and C-4 zones;
  • limit the number of allowable private retail stores and hours of operation;
  • impose security requirements and signage restrictions; and
  • prohibit consumption within the facility.
