Interior Health (IH) – Healthy Communities
Janice Talarico and Kerri Wall presented Interior Health’s Healthy Communities Program to Council. By working together, IH and the District are able to support the health of citizens through health promotion and prevention initiatives.

Dog Park Working Group
Betty Downey, on behalf of the Dog Park Working Group addressed their concerns related to the development of a dog park in Sparwood. The Group is dedicated towards the development of a fenced off-leash dog park and were seeking a firm commitment from Council of moving forward with the project.

Development Variance Permit (DVP)
Council approved DVP 2019-001 for 319 Pacific Yew Crescent to increase the maximum site coverage for accessory buildings and structures from 10% (61.3m2) to 11.5% (70.5m2) to allow the owners to construct a garage.
Elk Valley Society for Community Living
Council approved funding of the Leisure Centre multi-purpose room rental and weekly access to the pool for the Elk Valley Society for Community Living summer camp for five years. The Society hosts a summer camp for children with special needs offering a wide range of activities.

Wells #3 and #4
Council approved disconnection of Well #3 as part of the community water supply once Well #4 has been commissioned. It was necessary for the District to replace Well #3 due to elevated levels of selenium. As a condition of the Environmental Assessment process for the Baldy Ridge Extension Teck committed to funding the costs of a replacement well.

Snow and Ice Control Policy
Council adopted a new Snow and Ice Control Policy which guides the service delivery needs for snow and ice control within the District. The policy establishes guidelines and priorities for clearing roads, sidewalks, parking lots and windrows.
Meeting with Teck
Council met with representatives of Teck Coal Ltd, to discuss how the coal debris on Highway 3 and Douglas Fir can be better managed.

Traffic Bylaw Amendment
Sparwood Traffic, Parking and Highways Regulation Bylaw No. 472, 1987, Amendment Bylaw 1246, 2019 was adopted. This amendment reduced the speed limit on Michel Creek Road from 60 km/h to 50 km/h.

Procedure Bylaw 1245, 2019 was given three readings. The bylaw establishes the rules and regulations under which all proceedings of the Council and their committees, commissions and other bodies established by Council are to be governed, and how meetings are to be conducted.
Zoning Bylaw Review
Council met with Urban Systems, the consultant hired to undertake the rewrite of the District’s Zoning Bylaw, to discuss the review process and potential changes to the zoning regulations.

This is a reminder to all businesses that are continuing to operate in Sparwood, that your 2019 business licence fees are now due. The fine for operating without a licence is $100.
If you have not renewed your business licence, please stop into the Municipal Office to bring your account up to date.
If your business operates in more than one jurisdiction in the Elk Valley, you may be eligible for the Inter-Community Business Licence (ICBL) which could save you time and money.
- Eligible mobile service type businesses include: trades, plumbers, electricians, cleaning services, pest control, or similar.
- Some business categories would NOT be eligible, such as those that set up mobile locations (e.g. food trucks, fruit stands or trade shows).

Avoid unnecessary delays in construction by getting your permit ahead of time. Construction can start anytime within 6 months of the permit being issued.
Complete building permit applications can take up to 4 weeks to be approved and will take longer if a variance or development permit is required.
