Audited Financial Statements
David Adams of Adams Wooley Chartered Professional Accountants provided Council with an overview of the District’s financial position prior to their acceptance of the Consolidated Financial Statements for the year ended December 31, 2018.
The financial statements will be included in the 2018 Annual Report when it is published in June.

Chamber of Commerce
Following Bev McNaughton’s, Executive Director of the Sparwood Chamber of Commerce, presentation on a proposed donation of a fountain for Titan Park by the Elk Valley Thrift Shop, Council directed Staff to prepare a report which outlines potential locations for the fountain at Titan Park and installation costs.

BC Ambulance Service
Kristie Williams, on behalf of BC Ambulance Service made a presentation to Council on community paramedicine program, emphasising how it improves access to health care in rural and remote communities by expanding the role of qualified paramedics. Community paramedics provide primary care services to increase access to basic health care services in non-urgent settings. The service is provided at no cost to the patients.

Teck Coal Ltd.
Nic Milligan, Manager, Social Responsivity for Teck Coal presented the 2018 annual update on the company’s operations to Council. Highlights included their financial overview, Elk Valley Water Quality Plan, recent and future projects.

Development Variance Permits
- DVP 2019-002 for Spardell Mobile Home Park
Council postponed consideration of any further action on this development variance permit application until the applicant has a plan and timeline to upgrade the water system for Lot 1 that is supported by Interior Health Authority and will result in removal of the boil water advisory on that Lot.
- DVP 2019-005 for 440 Mountain Ash Crescent
Council authorized notices to be sent to owners and occupants residing within 60m of 440 Mountain Ash Crescent to advise them that Council will be considering issuance of a development variance permit to decrease the minimum side yard and increase the height for an accessory building to allow construction of a garage in the rear yard of the property at the May 7, 2019 regular meeting.
If you live within the 60m radius of 440 Mountain Ash Crescent and believe you will be affected by this variance, you are invited to share your comments with Council. You will be provided an opportunity to be heard at the Informal Hearing on April 30, 2019, or you may submit your comments in writing to the District of Sparwood, Box 520, Sparwood, BC V0B 2G0 or by email to firstname.lastname@example.org before noon on Tuesday, April 30, 2019.
Highway Business Signs
Council authorized renewal of an agreement between the District of Sparwood and the Sparwood and District Chamber of Commerce for multi-business signs along Highway 3. The agreement is for five years at $450 per month for the term totalling $27,000.

6000 Highway 3
Council made public their decision to enter into a purchase agreement with RDI Developments Inc., also known as Frontline, for 6000 Highway 43 for the purchase price of $435,000 to build a shop, office and truck wash. This property is located north of the RV/mini-storage facility on Highway 43 across from Sparwood Heights Drive.
Ghostrider Adventure Camp
Council approved funding in the amount of $1,500 to the Ghostrider Adventure Camp for their outdoor children’s summer camp program. The association provides a one-week outdoor program during the summer for Elk Valley children between 8 and 11 years of age at the Rock Lake Camp.

Financial Plan Bylaw
Financial Plan (2019-2023) Bylaw 1250, 2019 was given three readings. The Financial Plan sets out the objectives and policies of the municipality for years 2019-2023 for each of the funding sources, the distribution of property value taxes and the use of permissive tax exemptions. The Plan also sets out the proposed expenditures by the municipality, funding sources and transfers between funds. The bylaw will be considered for adoption at a Special Meeting of Council on Tuesday, April 30, 2019 at 5:45 pm.
Tax Rates Bylaw
Tax Rates Bylaw 1251, 2019 was given three readings. The property tax rates for general municipal were set to provide an average decrease of 0.8% over the previous year for residential tax levies. This 0.8% decrease is reflective of the average assessed value in Sparwood decreasing by 1% since 2018.
The bylaw will be considered for adoption at a Special Meeting of Council on Tuesday, April 30, 2019 at 5:45 pm.

Zoning Bylaw Amendment
Zoning Bylaw 264, 1981, Amendment Bylaw 1252, 2019 was given first and second readings and a Public Hearing was set for Tuesday, May 7, 2019 at 5:45 pm. This amendment proposes to add “child care facility” as a permitted use in C-1 Commercial zones.
