Temporary Use Permit (TUP) 2018-001

Temporary Worker Camp at 8000 Highway 43

A Public Hearing was convened to hear from the applicants, Rick Pater and GNS Industrial Trailer Services, and the community in relation to the application for a temporary use permit to allow for the construction of a temporary (3 year) 114-person housing camp proposed for 8000 Highway 43.

Approximately 120-140 people were in attendance, of which 24 voiced their concerns in opposition of the camp. Concerns included: increased traffic and pedestrian safety along Highway 43; the potential for substance abuse which could lead to violence; the lack of economic benefits to Sparwood; impacts on emergency and health care services; and the need for permanent housing as opposed to temporary.

Council be will considering issuance of this permit at the June 18th regular meeting.

Development Variance Permit (DVP) 2019-007

To reduce sideyard setback at 155 Pine Avenue

An informal hearing was convened to hear from the applicant, Michael Kaus, and the public in relation to Mr. Kaus’ request for a variance to Zoning Bylaw 264 to reduce the minimum side yard required for an accessory building from 1.52 metres to 0.6 metres to allow for the construction of a detached garage closer to the north side lot line of the property. No submissions were received from the public in advance or during the hearing.

Council be will considering granting the variance and issuing the permit at the June 18th regular meeting.

Youth Advisory Commission Bylaw Amendment

Youth Advisory Commission Bylaw 1191, 2016, Amendment Bylaw 1243, 2019 was adopted. This amendment allows members to be reappointed for 2-year terms in perpetuity without having to reapply.

Notice of Annual General Meeting

Presentation of the 2018 Annual Muncipal Report will take place at a Special Meeting of Council to be held at 5:45 pm on Tuesday, June 25, 2019 in Council Chambers. The Annual Report includes the audited financial statements and other information required under Section 98 of the Community Charter, such as progress respecting the objectives and measures established for 2018.

The report will be available for public inspection by 4:00 pm on June 7, 2019 at the Municipal Office, during regular business hours, and on the District’s website at www.sparwood.ca. Hard copies are available upon request at no charge and the highlights brochure will be mailed out to households prior to this meeting.

Pedestrian Bridge Bank Stabilization

Council received a report on the progress of the flood study and mitigation design project to provide erosion protection on the southern abutment of the Elk River Crossing Pedestrian Bridge. Since the flood in 2013 the water course at the confluence of Michel Creek and the Elk River has changed thus creating erosion on the southern abutment of the bridge.

Cemetery Master Plan

LEES+Associates provided Council an update on the progress of the Cemetery Master Plan (CMP). The objective of the CMP is to ensure the long-term sustainable administration and operation of the District’s cemeteries as well as recognize the culture and heritage represented in the history of the cemeteries.

Sprinkling Regulations

A reminder that the District of Sparwood sprinkling regulations are in effect from June 1 through September 30 each year to promote water conservation.

Even numbered addresses can water on even calendar days, and odd numbered addresses can water on odd calendar days. Homes with automatic irrigation systems can water daily, provided it is between 12:00 am and 6:00 am.

Exceptions to sprinkling restrictions include nurseries, golf courses, farms, turf and tree farms, municipal parks, playing fields, and other municipal properties.

There will be special permission for those residents who have installed a new lawn (either seed or sod) for a period of 21 days after installation of the lawn.

Tax Deadline Reminder

Reminder that the deadline for paying your 2019 property taxes without penalty is Thursday, July 4, 2019.

If you live in your home as your principal residence, but cannot pay your tax bill, you should still claim your Home-Owner Grant.  Penalty applies to all taxes, including the grant portion outstanding after the due date of July 4.

For your convenience, payment can be made through your bank (online or telephone banking) or at the District office (after hours drop box available for cheques). Home-Owner Grant applications must still be mailed, dropped off at the office or claimed through our online service.  If you are out of town and believe that there is not enough time to send your cheque by mail, please contact the office before the due date to discuss possible alternate methods of payment to assist you in making sure your payment is received on time.  Couriers are not always the best option for timely delivery, but if you must use one, consider postdating your cheque and sending it early before the due date.  The District Office must receive the funds by the due date, post-marks are not considered.

Outdoor Fire Pits

It is that time of year again when people want to enjoy a fire in their back yard.  Please note that it is a requirement within the District of Sparwood that you must first obtain a fire pit permit. 

Permits are available FREE of charge at the District Office and must be renewed every year.
