Notice to Bidders: Outdoor Multipurpose Recreation Facility

PART 1: Notice to Bidders


Contractors with proven experience and expertise with earthworks, construction and utilities installation are invited to submit tenders. The outdoor surface is designed as a multi-use surface allowing for basketball, tennis, pickle ball and will also be able to be converted into an ice surface in the winter months.

This Project includes, but is not limited to, the following components, supply of all labor, material
and equipment necessary for:

  • Site preparation, water & electrical service & pad LED lighting.
  • Excavation and disposal of approximately 300m3 of unsuitable material onsite;
  • Supply, install and compact 1,600 m3 pit run over approximately 1675m2 geotextile;
  • Supply and install approximately 100m of chain link fencing – varying heights;
  • Haul, place and compact 19mm base aggregate for a paved 15.2m x 33.5m (50’ x 110’) pad;
  • Supply and construct a 5.2m x 3.7m cold storage shed;

Tenders must submit a bid security in the amount of 10% of the tender price. Labour and Material, and Performance bonding, each in the amount of 50% of the tender price, are required by the successful tenderer.

Tenders for this project will be received by email, in PDF file format to with the subject line: “Tender For: SPARWOOD HEIGHTS MULTIPURPOSE RECREATION FACILITY” OR in a sealed envelope, clearly marked with the name and address of the tenderer and the name of the project: “Tender For: SPARWOOD HEIGHTS MULTIPURPOSE RECREATION FACILITY” and be addressed to Danny Dwyer, Director of Engineering, no later than 1:59:59 pm local time (MDT), May 10, 2018 (the “Closing Deadline”).

The Tender documents will be available through BC Bid ( and any addendums will be posted there.
Although the District of Sparwood fully intends, at this time, to proceed with the complete project through this tender process, the District of Sparwood is under no obligation to award a contract or to proceed and reserves the right to terminate the Tender process at any time. No compensation will be paid to contractors preparing tenders for this project.

As it is the purpose of the District of Sparwood to obtain a Tender most suitable to the interests of the District of Sparwood, the District has the right to waive any irregularity or insufficiency in a Tender submitted and to accept the Tender which is deemed most favorable to the interest of the District of Sparwood.

This project will be done in accordance to MMCD, Supplementary Specifications, District of Sparwood Bylaws and the BC Building Code and must be completed on, or before, August 31, 2018.
