DELEGATIONS
Audited Financial Statements
David Adams of Adams Wooley Chartered Professional Accountants provided Council with an overview of the District’s financial position prior to their acceptance of the Consolidated Financial Statements for the year ended December 31, 2019.
The financial statements will be included in the 2019 Annual Report when it is published in June.

BYLAWS
Financial Plan Bylaw
Financial Plan (2020-2024) Bylaw 1268, 2020 was given three readings. The Financial Plan sets out the objectives and policies of the municipality for 2020-2024 for each funding source, the distribution of property value taxes and the use of permissive tax exemptions. The Plan also sets out the proposed expenditures by the municipality, funding sources and transfers between funds. The bylaw will be considered for adoption at the Regular Meeting of Council on Tuesday, May 5, 2020.

Tax Rates Bylaw
Tax Rates Bylaw 1269, 2020 was given three readings. The bylaw will be considered for adoption at the Regular Meeting of Council on Tuesday, May 5, 2020.

BUSINESS
Whiskey Jack MDA Agreement
Council directed Staff to prepare a modification to the Whiskey Jack Master Development Agreement (MDA) to permit Whiskey Jack to modify and expand the area called Adult Villas by 0.14 ha for a proposed development without increasing the density of development.

FJ Mitchell Elementary PAC
Council approved a grant-in-aid in the amount of $7,500 to the FJ Mitchell Elementary Parent Advisory Commission (PAC) for their playground project. The proposed playground is planned to enhance the existing play space at FJM by incorporating 12 new swings, a platform play structure, and giant stride.

Public Notice – District Facilities
Main Office
The District of Sparwood has limited public access to the Main Office (136 Spruce Avenue) to help protect the health and safety of employees and the public. For urgent in-person matters, please call ahead (250-425-6271) to schedule an appointment.
Sparwood Council meetings will continue as scheduled. However, delegations will not be permitted to attend in person. We encourage those who wish to be a delegation to forward their presentation to the District of Sparwood in advance and call in during the meeting to speak to their topic.
Leisure Centre Complex
All public activities at the Henry Volkmann Memorial Leisure Complex have been suspended until further notice. Refunds will be issued for pre-paid bookings and classes. Please be patient as we reach out to everyone via phone and email to process these.
Public Works and Firehall #1 and #2
Public access to the Public Works Office and Fire Hall #1 and #2 is closed to the public. However, the offices will be happy to assist you via phone or email.
Outdoor Facilities
All District owned playgrounds (play structures), basketball courts, ball diamonds, tennis courts, and the skateboard park have been closed to the public.

Bag Your Garbage
We would like to remind residents, now more than ever about the importance of properly bagging garbage before placing it in your garbage bin. Our garbage service providers have noticed that garbage and items such as Kleenex and gloves have been placed in bins and not bagged, placing workers and residents at risk.
Thank you for your cooperation in helping ensure all workers remain safe during the pandemic.
Compost Sites
Residents are reminded that anyone using the compost sites located in lower Sparwood, near the Fire Hall at the end of Engelmann Spruce Drive, and in Sparwood Heights, next to the ball fields, they are for the disposal of organics including the grass on your lawn, tree leaves, plant roots, stems, blooms and leaves from your garden flowers, fruit or vegetable plantings.
Household garbage, recyclables, branches and trees should be taken to the Transfer Station where they are accepted free of charge.
Beware as Hungry Bears Come Out of Hibernation
The District of Sparwood would like to remind residents to take simple precautions this spring to prevent attracting bears into the community as they come out of hibernation. The hungry bears will be seeking sources of food that can include garbage and bird feed.
Garbage MUST be placed in the bear-resistant carts with the clips LOCKED or in a secure garage, shed or inside your house until collection day. Remember to unclip the bear-resistant locks after placing the cart at the curb on collection day. Excess garbage should be taken to the Transfer Station which is open from 9 am to 5 pm Monday thru Saturday (excluding statutory holidays).
Residents are reminded that the Utility and Solid Waste Bylaw prohibits placement of garbage carts out at the curb before 5:00 am on your scheduled collection day and violators could be charged up to $100.
Remember that a fed bear is a dead bear
