The GIS Technician, under the direction of the Director of Planning and Development, will focus on a variety of technical activities relating to the management of the District’s GIS system. These include administering the Districts GIS systems, management of geospatial data and analysis, development and implementation of geospatial tools, processes and organizational strategy.
This position will support the day-to-day operations of District staff as well to help the District’s current and long-range planning activities. This work will include technical and clerical work related to the administration and maintenance of the District’s GIS system and associated apps, preparation of maps and other visual materials, and development of GIS related apps to assist with District operations and asset management. This position will also assist with permitting handled by the department.
Skills and Experience: We are seeking a collaborative, analytical, results-oriented individual with excellent knowledge of the principles and practices of Graphic Information System, including:
- University degree or post-secondary diploma in geographic information systems from a recognized institution
- Minimum of two years work experience with computer assisted mapping techniques, database systems, GIS programming methods, preferably in a municipal government setting
- Knowledge and experience working with ESRI ArcGIS and associated tools
- Sound knowledge of scripting languages, mapping principles, simple mathematics, coordinate geometry, drafting, and survey computations
- Complete proficiency with MS Word, Excel, PowerPoint and other common applications

Salary and Benefits: This vacancy is a unionized position under CUPE local 2698. The 2024 hourly wage rate is $40.78 per hour for a Engineering/Planning Technician 1 and, as per the current collective agreement, includes a competitive range of vacation, health and wellness benefits.

Summary

Core Job Duties
- Administers and maintains the District’s Geographic Information Systems and geo database.
- Performs spatial analysis to support District operations and planning.
- Maintains and distributes services to support desktop, mobile, and web applications for the organization and related documentation of process and procedures.
- Publishes and manages GIS web services in a service-oriented architecture.
- Supports interdepartmental projects by preparing detailed specifications for both spatial and non-spatial data.
- Designs tools to efficiently source internal and external data and plans for the integration with existing data sets.
- Provides guidance to users as required; oversees geodatabase related activity and ensuring it meets industry standards.; identifies and resolves anomalies in data quality as appropriate.
- Assembles data from various files, charts, and similar records for conversion and entry to the GIS.
- Assembles technical data to support information reporting requirements.
- Assists with preparing, collecting, and maintaining technical data and reports including GPS data collection
- Collaborates with other departments to locate assets
- Responds to user service requests, leveraging GIS to meet organizational requirements.
- Assists with carrying out site and field inspections as required, project management, and providing technical advice.
- Ensures compliance with legislative requirements (e.g. FOIPPA).
- Ensures that established policies and procedures are followed related to safety, customer service, financial transactions, etc.
- Assists the department with current and long-range planning tasks including permitting, bylaw development, and customer enquiries.
- Assists with departmental projects and bylaw development.
- Prepares reports on departmental work and projects for presentation to decision makers.

Job Requirements
- University degree or post-secondary diploma in geographic information systems from a recognized institute
- Minimum of two years of work experience with computer assisted mapping techniques, database systems, programming methods applicable to GIS systems, preferably in a municipal government setting
- Knowledge and experience working with ESRI ArcGIS and associated tools.
- Knowledge of scripting languages related to GIS with the ability to maintain and test programs and subroutines of varying complexity
