HR Safety Clerk

The District of Sparwood has an excellent employment opportunity for an enthusiastic, highly motivated individual to join the team in the role of Human Resource (HR) Clerk. Reporting to the Manager of Human Resources, the HR Clerk will perform general duties relating to the provision of the District’s Human Resource, Occupational Health and Safety (OHS) and Emergency Management functions. This position will ensure the maintenance of associated records and files, provide assistance in tasks related to recruitment, on and offboarding, training coordination and tracking various statistics and data including other general duties.

The Clerk must have the ability to interact with people sensitively, tactfully, diplomatically, and professionally.  This role will require a high level of confidentiality and the ability to responsibly manage, maintain and organize various paper and digital files and platforms.

The Core Job Duties Include:

  • Provides core administrative support to the human resources manager in all areas of HR service including, but not limited to; recruitment, staffing, training, safety, labour relations , policy and procedures etc.
  • Assists with the research and coordination of District wide or department specific training initiatives
  • Supports recruitment and on and offboarding efforts
  • Assists with the review, update and maintenance of the Occupational Health and Safety program; policies and procedures in accordance with site, organization and government regulations and legislation
  • Assists with the review, update and maintenance of the Emergency Management Program, Training and other related documents

The Ideal Candidate Will Have:

  • Grade 12 diploma or equivalent
  • Class 5 drivers license with a clean drivers abstract
  • Post-secondary diploma or certificate in Human Resources, Labour Relations, or Occupational Health and Safety preferred
  • A minimum of two years HR generalist and/or OHS experience
  • Knowledge of WorkSafe BC regulations and experience related to developing and implementing safe work procedures and practices
  • Proficient with Microsoft Office including Word, Excel, PowerPoint, and Outlook with ability to compile, draft and maintain correspondence, spreadsheets, reports, presentations and minutes

Salary and Benefits: This position is a unionized position under CUPE local 2698. Summary

General Job Duties

  • Provides core administrative support to the human resources manager in all areas of HR service including, but not limited to; recruitment, staffing, training, safety, labour relations , policy and procedures etc.
  • Assists with the research and coordination of District wide or department specific training initiatives
  • Assists with the maintenance of various online HR and OHS platforms
  • Assists with the centralization of OHS related information
  • Maintains and safeguards employee files and records in electronic and paper form in keeping with approved records management practices and corporate policy
  • Coordinates and collaborates with external consultants in the provision of HR or OHS training and/or services
  • Develops and maintains a procedure manual for the position, ensuring that it is kept up to date with any changes to the payroll system or procedures
  • Demonstrates commitment to a safe work environment, understands the safety objectives of the organization and supports the efforts in a visible manner
  • All people employed by the District of Sparwood will be required to assist the municipality in providing emergency services where tasks may differ from regular duties
  • Undertakes other assigned duties as required

Human Resources Duties

Recruitment

  • Supports recruitment efforts including, but not limited to:
  • Posting jobs on various recruitment platforms
  • Collecting and sorting applications
  • Scheduling interviews
  • Preparing interview packages
  • Preparing for and participating in career fairs or other initiatives to attract and recruit future candidates

Personnel

  • Supports on and offboarding efforts including, but not limited to:
  • Working collaboratively with other District departments to initiate on and offboarding activities
  • Collecting and maintaining documentation within personnel files
  • Coordinating and maintaining on and offboarding activities and checklists
  • Maintaining the digital onboarding platform, providing the required content to new employees and collecting and properly filing results
  • Provides assistance with the district’s clothing and swag orders
  • Collaboratively works with other departments to coordinate District events such as; Quarterly Luncheons, Service Awards and Team Building initiatives etc.,

Health and Safety

  • Assists with the review, update and maintenance of the Occupational Health and Safety program
  • Assists with the research, development, maintenance and review of health and safety rules, policies and procedures in accordance with site, organization and government regulations and legislation
  • Supports the delivery of monthly departmental safety meetings, including the development of meeting content and collecting documentation of attendance
  • Maintains the compass incident database
  • Disseminates OHS information to management and staff, including overviews, tips, talks and updates
  • Provides reports on various metrics
  • Works collaboratively with the Joint Occupational Health and Safety Committee coordinating training and providing accurate statistical data

Emergency Management

  • Assists with the review, update and maintenance of the Emergency Management Program and other related documents
  • Assists with and supports the coordination of emergency management training
  • Maintains the emergency management training chart
  • Assists with emergency management public education initiatives

Job Requirements

A wide range of non-traditional education and/or equivalent work experience will be considered.

  • Grade 12 diploma or equivalent- required
  • Post-secondary diploma or certificate in Human Resources, Labour Relations, or Occupational Health and Safety- preferred
  • Class 5 driver’s license with a clean drivers abstract – required
  • A minimum of two years’ HR generalist and/or OHS experience- preferred
  • Knowledge of WorkSafe BC regulations and experience related to developing and implementing safe work procedures and practices within a diverse organization – preferred
  • Proficient with Microsoft Office including Word, Excel, PowerPoint, and Outlook with ability level  to ; compile, draft and maintain correspondence, spreadsheets, reports, presentations and minutes- required
  • Strong written, verbal and interpersonal communication skills, complemented by excellent attention to detail and organizational skills- required
  • Able to maintain a high level of confidentiality and discretion- required
  • Completion of recognized certificates or courses in OHS, Emergency Management, or Local Government Administration and other related courses will be considered- an asset
  • Sound knowledge working with website administration such as WordPress will be considered- an asset
  • Ability to quickly learn various digital platforms – required
  • Demonstrated ability to work independently and effectively- required
