DELEGATIONS
TC Energy
Preston Seier and Muyami Murabayashi, representing TC Energy, formerly TransCanada, provided an overview and updates on the proposed West Path 2022 and West Path 2023 projects.
The Proposed WASML2 Alberta British Columbia Section will consist of approximately 5.8km of 48-inch diameter pipeline, located approximately 6km west of Coleman, A.B.
Foothills and NGTL conducted socio-economic assessments (SEA) to consider potential effects of the projects on nearby communities. The projects will not create significant adverse socio-economic effects given the low scale construction and operations activities.

Business Licence Amendment Bylaw
Business Licence Amendment Bylaw 1272, 2020 was adopted. This amendment established guidelines for the approval of temporary retail and patio/food service spaces on municipal land.

Traffic, Parking, and Highways Regulations Bylaw
Traffic, Parking, and Highways Regulations Bylaw Amendment 1273, 2020 was adopted. This amendment was in support of the provision allowing businesses to use public sidewalks, land, and roads for the development of a temporary patio or retail.

BUSINESS
Rural and Northern Community Program
Council approved recommendations from a Report of Investing in Canada Infrastructure Program, these include:
- Staff to apply for $1.5 million to the program for wastewater treatment plant upgrades, subject to a maximum project cost of $3 million;
- Budget amendment to allocate $50,000 from sewer reserves for the development of project design and planning documents;
- Staff to prepare a Borrowing Bylaw in the amount of $600,000 in support of grant application.

Community, Culture, and Recreation Program
Council discussed the potential of applying for this program with Infrastructure Canada for the development of a multi-purpose facility. Council decided not to apply and wait until further planning and community consultation work is completed.

Outdoor Fire Pits
It is that time of year when people want to enjoy a fire in their back yard. Please note that it is a requirement within the District of Sparwood that you must first obtain a fire pit permit. These are available FREE of charge from the District Office and must be renewed every year. Failure to obtain a permit may result in a fine up to $200.00

Are You a Good Neighbour?
A good neighbour is one who maintains the exterior of their home and yard to the same level as the rest of the neighbourhood. Allowing your property to become unsightly can devalue your own home and pose a health risk. Here are some steps you can take to deal with a neighbour’s unsightly property.
- Approach your neighbours. Give them the benefit of the doubt by addressing the matter face to face.

Bears in the Community
Securing Garbage Containers Requirements
The District of Sparwood would like to remind all residents on the importance of properly securing their garbage containers. Bears are actively on the prowl for food and unsecured garbage poses a severe risk for human-wildlife conflict. As always, it is the homeowner’s responsibility to ensure there are no wildlife attractants accessible on their property.
Garbage bins should be secured by clipping both snaphooks to the handles on the top of the carts. On collection day, after 5:00 a.m., clips can be unhooked and carts placed on the curb so lids open toward the street at least one meter away from any obstacles. After collection, the bin should be re-locked and stored in a secure location, either indoors or chained to a secure anchor point.
Under the Community Standards Bylaw 1194, non-compliance can result in a fine of $250.00 under section 7.26 for failing to store or dispose of wildlife attractants.
Remember, a fed bear is a dead bear and locking up garbage is everyone’s responsibility.
Parking Regulations
Have you brought your motorhome, 5th-wheel or travel trailer in from the lake? Please take note of the following regulations which apply to where and how long your RV, motorhome, or travel trailer can be parked on municipal roadways:
- Cannot be parked on public roadways for the purposes of offering them for sale
- Cannot be parked on the road for more than 24 hours in duration
- Cannot be parked on a walkway or greenbelt area
- Cannot be parked upon a portion of a highway or greenbelt so that they obstruct pedestrian traffic
