The District of Sparwood is searching for a talented and experienced Manager of Human Resources for a temporary, 12-month term. Reporting to and working closely with the Chief Administrative Officer (CAO), the Manager of Human Resources (HR) is responsible for providing support to the organization by overseeing the human resources, health and safety and emergency management portfolios. The Manager will be part of the Senior Leadership Team (SLT) and as such, should be a proactive, collaborative thinker with the ability to adapt to change and interact with people in a professional and courteous manner.
The Manager of HR is responsible for full-cycle HR processes including recruitment, retention, and labour relations. The Manager is also responsible for the District’s Emergency Management Plan and Occupational Health and Safety (OHS) portfolio and their related initiatives. The incumbent must possess the ability to deal with complex and confidential issues with tact, as well as prioritize the ongoing maintenance of employee relations. The Manager will provide support to all District Departments in the provision of human resources and will responsibly guide the District in occupational health and safety and emergency management initiatives.
The core job duties include:
- Demonstrates leadership through innovative, collaborative and progressive thinking on improving short and long-term initiatives, strategic priorities, and projects
- Participates as a member of the Senior Leadership Team and provides recommendations to processes, policy development, human resource management, health and safety and other management decision making processes
- Provides full-cycle Human Resource related duties to all departments
- Reviews, updates and maintains the Occupational Health and Safety program and related health and safety related policies and procedures
- Reviews, updates and maintains the Occupational Health and Safety program and related health and safety related policies and procedures.
The ideal candidate will have:
- Post-secondary degree in Human Resources and/or Labour Relations preferred
- A minimum of five years’ HR generalist experience within a unionized environment
- Chartered Professional in Human Resources (CPHR Designation) or Certified Registered Safety Professional (CRSP) designation will be considered an asset
- Demonstrated leadership and supervisory skills including the ability to understand and consistently apply and explain collective agreement provisions and corporate policies
- Sound knowledge of WorkSafe BC regulations and considerable experience related to implementing and leading safe work procedures and practices within a diverse organization
A wide range of non-traditional education and/or equivalent work experience will be considered.
The starting salary for this position is between $100,000 and $105,000 (dependent on education and experience). This salary package includes a full range of employer paid benefits, annual vacation entitlement, an earned day off program, up to 3-weeks of time off in lieu of overtime and an Active Living Pass for access to the Leisure Centre courts, fitness centre, climbing wall, pool, arena and many of the drop-in fitness classes. Human Resources Duties
- Provides full-cycle Human Resource related duties to all departments including, but not limited to:

- Provides policy research and analysis for the development and implementation of new or updated policies, consistent with legislation, regulations and strategic direction
- Participates in and delivers training and education to employees and the SLT to promote positive employee relations across the organization
- Provides clear and informative guidance to employees, management and the public on areas of HR practice regarding HR policies and procedures, collective agreement provisions, legislative and regulatory requirements, best-practices, and other applicable information
- Conducts/coordinates investigations into a variety of complex HR or Health and Safety concerns
- Advises the SLT on matters pertaining to management of the workforce
- Assists members of the SLT with investigations and drafting various HR related letters (e.g. acknowledgement of complaint, employment verification, warning or progressive discipline letters, etc.)
- Administers WCB claims and return to work activities
- Liaises with Pacific Blue Cross and WorkSafe BC in relation to active files, appeals and the return-to-work process
- Fosters positive labour relations, proactively identifying areas for continuous improvement
- Maintains and safeguards employee files and records in electronic and paper form in keeping with approved records management practices and corporate policy
- Participates in career fairs or other initiatives to attract and recruit future candidates
- Maintains job descriptions
- Attends Council Meetings as required
Health and Safety Duties
- Reviews, updates and maintains the Occupational Health and Safety program and related health and safety related policies and procedures
- Evaluates and addresses OHS issues raised by management, staff, safety committees, investigations or audits
- Develops and reviews health and safety rules, policies and procedures in accordance with site, organization and government regulations and legislation
- Develops, implements, maintains and supports programs, systems and procedures that foster a safe and healthy work environment
- Leads and manages investigations and complaints and ensures corrective actions and follow-up is complete
- Reviews incidents, near misses and safety suggestions, conducts internal incident investigations, and root cause analysis when necessary
- Tracks and maintains the incident database
- Reports on incidents and injuries, lost time injuries, health-related absenteeism and disability information
- Works collaboratively with the Joint Occupational Health and Safety Committee coordinating training and providing accurate statistical data
Emergency Management Duties
- Acts as the District’s Emergency Program Coordinator (EPC)
- Oversees the District’s Emergency Management Program & related emergency management documents
- Provides direction and support to the SLT and staff as it pertains to emergency preparedness
- Liaises with provincial, regional and local stakeholders for the planning, preparedness and provision of emergency management and response
- Prepares for and participates in various meetings and engagements building relationships, identifying support opportunities and emergency preparedness and planning activities
- Identifies and participates in opportunities for public education related to emergency preparedness
- Plans and develops seasonal preparedness campaigns
- Responds to emergencies

Job Requirements
A wide range of non-traditional education and/or equivalent work experience will be considered.
