Payroll Accounting Clerk

The District of Sparwood has an excellent employment opportunity for an enthusiastic, highly motivated individual to assume the role of Payroll Accounting Clerk. Reporting to the Deputy Director of Finance the Payroll Accounting Clerk is responsible for coordinating the employee compensation and benefits programs, including; processing bi-weekly payroll, ensuring compliance with tax regulations, maintaining records and reports, and coordination of the District’s Employee Benefits and Pension program enrolment.

The core job duties include:

  • Process employee payroll on a bi-weekly basis, ensuring accuracy and timely distribution of pay
  • Maintain and update employee records and respond to inquiries related to payroll, benefits, and personal information in a confidential and secure manner
  • Calculate and update employee accrued entitlements through a comprehensive understanding of the District’s Collective Agreement, Employee Benefits Program, and MPP
  • Prepare monthly reconciliations of the payroll and benefits accounts, resolving any payroll and benefits discrepancies promptly and professionally
  • Prepare and complete year-end payroll processes such as T4’s, Municipal Pension Plan (MPP), WorkSafe BC and Statement of Financial Reporting
  • Ensure compliance with federal and provincial legislation, organization policies and Collective Agreement

Job Requirements:

  • Minimum of Grade 12 Diploma, or equivalent. Additional post-secondary education in related field such as Business Administration or Accounting would be considered a strong asset.
  • Two years’ experience in an equivalent payroll position with a computerized payroll system
  • National Payroll Institute (NPI) Payroll Compliance Practitioner (PCP) designation or equivalent experience
  • Sound knowledge of, and experience within full-cycle payroll processing (e.g. data entry, payroll processing, payroll year-end processing, T4 reporting)
  • Sound knowledge of, and experience within full-cycle accounting (e.g. analysis and reconciliation of accounts; journal entries; year-end adjusting entries and procedures)
  • Demonstrated proficiency with Microsoft Office products

Salary: This position is a unionized position under CUPE local 2698. The 2024 hourly wage rate is $39.23/hour as per the current Collective Agreement.

Job Summary

Reporting to the Deputy Director of Finance, the Payroll Accounting Clerk is responsible for all aspects of the bi-weekly union and exempt payroll and related procedures, reconciliations, administration, maintenance and support of the District’s Employee Benefits and Pension programs. This position will ensure the maintenance of associated records and files, provide assistance in budget preparation related to labour and overhead costs, provide assistance and/or relief to the Accounts Payable Clerk and Payment & Permit Clerk for the full scope of the positions. The incumbent will perform general procedures related to services provided by the Finance Department and other related duties as assigned.

Primary Duties

  • Prepares, process and reviews all incoming and outgoing payroll related information for timeliness, accuracy and completion
  • Processes time sheets and maintains employee information within the payroll system
  • Ensures confidentiality and security of employee information
  • Prepares statutory payroll remittances and other payroll remittances 
  • Reviews monthly benefit invoices
  • Prepares monthly reconciliations of the payroll accounts
  • Prepares year-end information related to payroll such as the Municipal Pension Plan (MPP) and WorkSafe BC
  • Prepares and completes year-end payroll processes such as T4’s and Statement of Financial Reporting
  • Calculates and updates employee accrued entitlements through a comprehensive understanding of the District’s Collective Agreement, Employee Benefits Program, and MPP
  • Updates the payroll system for annual deduction limits for items such as Canada Pension Plan, Employment Insurance (EI), Income Tax, MPP, etc.
  • Performs periodic tests of the system payroll calculations
  • Assists in the preparation of budget working papers for salary and benefit accounts
  • Processes EI forms such as Record of Employment and annual rate reduction forms
  • Responds to enquiries from employees and other agencies, where confidentiality requirements allow, with respect to payroll, benefits, federal and provincial regulations, collective agreement interpretation, policies and procedures, etc. as they apply to the payroll process
  • Maintains service award files and records; prepares and posts reports as required
  • Responds to over the counter and telephone enquiries regarding routine District issues such as taxation, utilities or licensing, etc.
  • Maintains a procedure manual for the position, ensuring that it is kept up to date with any changes to the payroll system or procedures
  • Provides assistance with the preparation of the annual budget
  • Collaborates with Human Resources
  • Provides back-up support and coverage for the Accounts Payable function
  • Provides assistance to other Clerks in the Main Office as required
  • Other duties or projects that may be assigned from time to time
  • All persons employed by the District of Sparwood will be required to assist the municipality in providing emergency services. Duties assigned during an emergency may differ from regular duties

Job Requirements

  • Grade 12 Diploma, or equivalent
  • Demonstrated proficiency with Microsoft Office products, particularly Excel, Word, Outlook and PowerPoint
  • National Payroll Institute (NPI) Payroll Compliance Practitioner (PCP) designation or equivalent experience
  • Sound knowledge of, and experience within full-cycle payroll processing (e.g. data entry, payroll processing, payroll year end processing, T4 reporting)
  • Sound knowledge of, and experience within full-cycle accounting (e.g. analysis and reconciliation of accounts; journal entries; year-end adjusting entries and procedures) preferred
  • Working knowledge and understanding of payroll legislation and regulations
  • A strong understanding of Benefits and Pension Administration and working within a Collective Agreement
  • Knowledge of the Payroll and HR module of the Vadim iCity Enterprise System & HRISMyWay preferred
  • Thorough knowledge of payroll related legislation
  • The ability to problem solve, work independently and effectively, and respond to enquiries in a professional and confidential manner

Preferred Certifications and Experience
