DELEGATIONS
Crosswalk at Hemlock and Pine Spur
Kassidy Marshall and Katie Jackson addressed Council regarding their concerns with the crosswalk at the corner of Hemlock Road and Pine Spur Drive which included:
- Very busy intersection;
- Reduced speed limit signs have not made a huge difference;
- Other crosswalks leading to the schools have flashing lights; and
- Lack of sidewalk does not stop children from walking along Hemlock Road.
Mayor Wilks advised the delegation that Staff will being a report back to Council.
BYLAWS
Loan Authorization Borrowing Bylaw
Loan Authorization Borrowing Bylaw was given three readings. This bylaw will authorize long-term borrowing for a maximum amount of $900,000 to be used for wastewater treatment plant upgrades. As part of an application for $1.5 million of grant funding through the Rural and Northern Communities Infrastructure Canada Investment the District is required to show secured funds for the project.

BUSINESS
District Awards Banquet / Christmas Party
Council approved an amendment to the format of the District’s annual awards banquet / Christmas party for 2020. Departmental luncheons and a turkey voucher will be provided to all employees and firefighters.

Teck Air Quality and Dust Control Management Plan
Council deferred endorsement of the Teck Elkview Operations Air Quality and Dust Control Management Plan until Teck can provide substantial responses to the Socio-Community and Economic Effects Advisory Committee’s (SCEEAC) concerns with the report.

Multi-Purpose Facility Planning
Council approved use of $17,589 from the Community and Facility Services operations budget to fund the development of preliminary plans for a multi-purpose facility. Illustrations and cost considerations will be presented with the recreation master plan and include:
- Renovation of the existing curling rink footprint only;
- Renovation and expanding of the existing curling rink footprint; and
- A bubble diagram showing the maximum footprint of a new building.

Centennial Square Revitalization Project
Council authorized the submission of a grant application for up to $1,214,500 to the Investing in Canada Infrastructure Program – Community, Culture and Recreation Program for the Centennial Square Revitalization Project.

Borrowing Summary for Capital Projects
The Director of Finance provided a report to Council with a summary of capital projects that will require the District to borrow funds over the next 20 to 30 years in order to achieve a desired level of service for the community of Sparwood.

Green Bins
Did you know, recycling in the Green Bins not only saves the environment, but also District taxpayer dollars?
The Green Bins located at the Transfer Station are part of the Recycle BC Program. The green bins accept everything that goes into the yellow bins, plus an additional 76 items! In addition, the RDEK gets paid per tonne of recycling collected in these bins, saving taxpayer dollars. Alternatively, the RDEK is charged for every tonne of recycling placed in the yellow bins.

Bears in and around our Community
It is that time of year to start thinking about picking your fruit trees and clean up all the windfalls before bears start coming into the community looking for easy food sources to bulk up before hibernation.
The District would like to remind residents not to place their garbage out on the curb before 5:00 am on collection day. Garbage should be placed in the bear-resistant carts with the clips locked or in a secure garage, shed or inside your house until collection day. Remember to unclip the bear-resistant locks after placing the cart at the curb on collection day. Excess garbage should be taken to the Transfer Station which is open from 9 am to 5 pm Monday thru Saturday (excluding statutory holidays).
It is important for residents to lock up their refuse and keep other bear attractants, such as fruit trees bearing over-ripe fruit, or easily accessible bird feeders, pet food, and BBQs (drip pans/grease cans), out of a bear’s reach.
Remember that a fed bear is a dead bear.
