Energy Step Code

The Provincial Step Code has set a goal of net zero buildings being a Building Code requirement by 2032. A net-zero building is one that produces at least as much energy as it uses over the course of a year. The Step Code is a set of five incremental performance steps for new buildings that go from the BC Building Code to net-zero energy ready buildings. By 2032, all buildings will be required to achieve this passive house energy performance level or use approximately 70% less energy than current 2016 building code standards.

Building Rebates

The District of Sparwood recognizes the value of incentives to encourage improved energy efficient construction of new construction, and for there to be consistency in those incentives across local governments in our region. Therefore, we are using an incentive-based approach to the Energy Step Code. This allows the industry to tailor their approach to each project while keeping the horizon of net-zero energy ready homes in view.

The Energy Step Code Policy sets out the District of Sparwood’s approach to the Energy Step Code and incentives that will be offered to builders who meet various Steps that matches those incentives offered in neighbouring municipalities. Please review the Energy Step Code Policy for more detail:

Part 9 Buildings

Step 3 will be required as of September 1, 2021. Incentives for Step 4 and Step 5 are as follows:

• Step 4 = 90% rebate of Building Permit Fee
• Step 5 = 100% rebate of Building Permit Fee          

Part 3 Buildings

Step 1 will be required as of September 1, 2021

A $500 rebate will be offered for new complex buildings that reach Step 2, 3, 4 or 5 of the BC Energy Step Code.
